    THE IMPACT OF GST ON BEER AND MICROBREWERIES

    With the “One Nation, One Tax” rolling out in a few weeks, it’s the ideal time to analyse and understand the effect of GST on the microbrewery industry. Goods and Services Tax, in short, GST has been all the rage for the last few months. From endless speculations to unfounded rumours, the industry is rife with discussions on how it will all work out.

    WHY HAVE LIQUOR PRODUCTS BEEN KEPT OUT OF GST?

    For now, Liquor products have been kept out of GST, and nothing short of a constitutional amendment can bring it under the umbrella of GST. This is because alcohol and petroleum taxes are two of the most dominant contributors to the State coffers. Different states impose varying taxes on liquor products, and this is the main reason for huge differences in the prices between states. Liquor has always been the cash cow for most state governments, and they aren’t willing to let go of it.

    IS A PRICE INCREASE IN THE CARDS?

    In spite of repeated requests from representatives of the alcoholic beverages industry, state governments were not ready to relinquish the lucrative revenue from liquor. As, a result, the prices of hard drinks can be expected to go up by 20%, beer by 15% and wine by 5%. However, increasing the prices of liquor is not as smooth as other consumer products. The industry has to get the approval of governments before revising prices. This further adds to the burden of brewers.

    THE IMPACT OF THE INCREASE IN TAXES OF RAW MATERIALS

    In a recent interview with Economic Times, Mr Shekhar Ramamurthy, the Managing Director of United Breweries stated that GST would make a significant impact on beer prices. This is because while the output product (beer) is out of GST, the input products (raw materials) are not exempt from the tax.

    Currently, the input materials are taxed from 12 to 15% under excise duty, sales tax and VAT. Once GST rolls out, this tax can increase to 18%. The taxes on raw materials are expected to increase by 3 to 6%. This increase in input taxes is likely to cause an increase in the price of beer sold in the market.

    SECOND-HAND BOTTLES AND THE TAXES

    Currently, many beer manufacturers make use of second-hand bottles. The primary reason is that it’s cheaper than new bottles. This is because these bottles dont pass through a factory gate after the first use thereby don’t attract excise duty during the second, third or fourth use. All subsequent uses only incur sales tax.

    On the contrary, if the GST council implements full taxation for second-hand bottles, it would increase the tax on such bottles from the current 5 to 6% to 12-18%.

    The microbrewery industry is hopeful that the GST council will exempt second-hand bottles from GST. Used goods are reused not only in breweries but several other industries.

    FREIGHT CHARGES AND TAXATION

    The third factor that impacts micro-breweries is the transport costs. Currently, freight attracts 15% service tax. Once, July comes, and GST is implemented, the taxation will increase to 18%. This is a significant impact as most microbreweries depend on different methods of freight to ship their products to various parts of the country.

    THE ISSUE IS NOT JUST BEING LEFT OUT OF GST, BUT FAR-REACHING

    The demand from micro-brewers and the industry as a whole is to bring liquor under GST. This not only helps to make the business more profitable but also ensures that there is uniformity in prices across states.

    Currently, different taxes by state governments make a huge difference in prices from one state to another. If liquor is brought under GST, it will ensure that the prices remain the same throughout the country. You no longer have to pay different prices for the same bottle of beer in Jammu, Tamil Nadu or wherever you’re located.

    Let’s hope that the GST council considers all the issues listed here and makes quick plans to bring beer and other alcoholic beverages, under the “One Tax, One Nation” scheme all over the country.

    Tipplers all over the country are being haunted by doomsday visions. The happy memories of clinking glasses, shouting cheers, diving into the hole of crazy, meaningless boozy talk, sharing pegs, breaking into out-of-tune songs and driving crazy the friend, who has started seeing in triplicates, are beginning to fade away.

    You may not get booze to celebrate Team India’s win nor can you drown your break-up woes with a tall glass. Ah, the simple joys of life, that we took for granted!

    NO MORE BOOZE ON THE HIGHWAYS

    What with the March 31st order of the Supreme Court banning the sale and serving of liquor within 500 metres from the State and National Highways, tipplers in various parts of the nation have been reported moaning the loss of their drink, sans the regular drink in their hand.

    Yeah, we totally get it, that the Supreme Court passed the legislation to curb road accidents on highways that were caused by drivers influenced by alcohol.

    Yet, despite the ban, a truck or a taxi driver can still pick up his booze before his journey or can get it from a shop that is just 500 metres beyond the highway. The ban has no effects whatsoever on an irresponsible driver, who is determined to lay his hands on his favourite drink.

    LET’S MAZE OUR WAY TO THE LIQUOR

    Yes, we are referring to those entrepreneurs behind the resto-bar in North Paravur, a district in Kerala. This bar just like thousands of others all over the country falls under the 500m rule imposed by the Supreme Court. The bar owners instead of just closing shutters and packing their booze away have come up with a truly mind-blowing plan to circumvent the ban.

    What did you think they did? They built a maze around the entrance to the bar. Now, technically to reach the shop from the highway you have to wade through a sci-fi style maze that lengthens the distance taken to reach your liquor. Now, they are no longer 500m from the highway.

    Freaking genius right? We have to wait to see what the SC says for this. We, Indians are well-known for our herd mentality. Someone does, we follow ba-ba. Following this tiny bar in Kerala, several malls in upscale Gurgaon and other metros have altered their entrances, so that they are no longer within the 500m radius 😉

    DIAL FOR YOUR BEER

    And, do you know that some enterprising booze sellers who are outside the radius of the ban have capitalised on this ban by running an illegal booze delivery system to highway truck and taxi drivers? Yes, all you have to do is ring up the dealer while you’re cruising on the highways and the dealer sends his minion to deliver the booze at your rendezvous. Makes getting a drink easier than before the ban, right?

    LET’S DISGUISE OUR HIGHWAYS

    If you think it’s only shrewd privately owned bar owners who have bypassed the Supreme Court’s orders, then you are totally wrong! Did you hear about the UP Government’s sneaky manoeuvre to escape the wrath of the SC? Yes, the UP Govt rebranded a few state highways that ran right smack through cities to additional district roads. Problem solved! One can’t but marvel at the ingenuity of our administrators.

    THE SCAPEGOATS

    With that said, it’s only several unfortunate bars and restaurant owners who happen to have their premises within 500m of the state or national highways who are facing the brunt of this ban. No matter whether the restaurant is right in the smack of a city, at a mall or a suburban residential area, they just have to close shop.

    Regardless, whether the customer is a young professional who catches up with drinks over the weekend or the mature adults who engage in the occasional drink, these bars and restaurants can serve drinks to none. This has resulted in the loss of several crores of rupees to the industry and the cutting down of tens of thousands of jobs.

    A DRY PARTY

    Even tourist hubs like Goa are facing the problems of the ban. No, you can’t drink even while on vacation, if the restaurant or bar, you frequent is anywhere close to a highway. That’s what the SC implies.

    We believe that instead of imposing this ludicrous ban, stricter control on highway joints, regular breath-analyser checks for highway drivers, serious action on defaulters like penalties or impounding of the license of the driver is what needs to be done.

    Hope our lawmakers realise the impracticalities of the ban that has led to cropping up of several issues like bootlegging of liquor along highways and endangering the livelihood of thousands of bar and restaurant owners all over the country and restore equilibrium.

    1. PINT GLASS

    # LAGERS

    Lagers are the most popular beer type around the globe. Their origin if we check is found to be from Central Europe. Lager term comes from Germany, it’s after the word “Lagern” which means to store. In this type of beer bottom part of the vessel is used for fermenting the Yeast culture. In earlier days, beer was kept at low temperature for few months/ weeks to give it the mellowness however with time and advanced machineries now microbreweries keep it for 2-3 weeks.

    If we go back in time we find that John Wagner in the year 1840 brought the lager yeast. It was bought from Bavaria and first lager beer was brewed in Philadelphia, US.

    Bock is type of German Beer. This beer originated from a small town in Germany which is Einbeck. This beer is slightly heavier in nature as compared to other Lagers. And it’s also slightly dark in colour as its brewed with dark coloured malts. Bock lager beer is usually brewed during the winter time and best considered to be consumed during the spring season.

    Its interesting to know the fact Dry beer originally brewed in Japan. The “dry” comes from the amount of sugar which is unconverted and remaining in the beer after fermentation. Idea is to convert all the sugar into alcohol and its kept for long fermentation periods. Result is a typical crisp and clean finished beer which leaves a very less after taste.

    Pilsener is 3rd type of lager beer. Name of the beer came from its city of origination. It was first developed in the city of Pilsen (Czech Republic). It is differentiated from other lager beers by its inherent high hop characteristics. Till one and half centuries back, this beer was fermented from top however with time beer was started brewing in cold caves which resulted in the overall improvement in flavour and qualities are also preserved.
